b) Accountability
Government
accountability requires that public officials, elected or un elected, have an
obligation to explain their decisions and actions to their citizens. In a
democracy, there are a number of mechanisms to ensure that public officials
remain answerable and accessible to the people they serve:
1. Regular
elections and fixed terms of office make sure that the citizens frequently get
the chance to decide who should occupy public offices. For example, if voters
are not satisfied with the performance of a political leader, they may vote him
or her out of office when their term expires.
2. Rules
and regulations that define the powers and responsibilities of public
officials. The rules also define how citizens may take action against those
officials whose conduct or performance is considered unsatisfactory.
3. Ethical
rules and codes of conduct for public officials, outlining unacceptable
practices
4. Monitoring
of public officials, for example through parliament, the courts, independent
auditors or the media
5. An
obligation for public officials to report, so that the public has access to
information about their activities.
6. Protection
mechanisms for so-called “whistle-blowers” who report corruption or misconduct
of public officials.
7. An
obligation for public officials – especially elected leaders – to regularly
consult the electorate and the different stakeholders in the country (or the
district).
8. In
addition, citizens can also get involved more pro-actively to hold their
leaders accountable, for example by forming interest groups, starting community
initiatives, organising campaigns or using existing complaints mechanisms.
9: Civil Society &
Media
In
a society we usually differentiate between three different sectors: The Public
Sector (the government and state institutions), the Private Sector (the
business), and the Civil Society Sector (the community).
1. The,
civil society is the part of a country’s life that neither falls under the
government (public) nor the business (private) sectors.
2. Civil
society is used as a term to describe the diversity of nongovernmental and
non-commercial groups and organisations such as self-help and interest groups,
social movements, NGOs, FBOs (religious groups etc).
A
strong and vibrant civil society is important for every democracy because:
Civil society is an area where every citizen can
easily get involved and Civil Society Organisations (CSOs) can mobilise
citizens for civic action.

Project title: increase
productivity and quality in processing silver fish products.
The objectives of the project.
Ø To improve productivity and
quality of silver fish processing and other lead products like cassava,maize..
Ø Promote self reliance among women
Ø Procure higher level processing
machines that process higher quality
Ø Encourage agriculture among women
Ø Increase food and meet production
among women to reduce malnutrition
Ø To reduce HIV/AIDS in women and
ensure women rights
The comparison
between the targets and the progress of the report;
The 50 Women have
installed and running three machines with multipurpose machines that process,
cassava, maize and provide forward linkages to chicken and goats feeds. We have
not trained women due to inflation. It is permanent and self sustaining project
for women. The feeds processing have promoted the agriculture of goats, ducks,
hens and pigs among women.

An explanation on the
achievements and the failures of the project, specifically on the changes in
living standards, income of the women before and after the project:
The achievements were:
a)
We have connected the three
machines and installed for operation. The 50 women have got three machines and
electrified and now process feeds, cassava floor maize and other products. The
women now are to engage in processing and others to involve in trade and
agriculture for self reliance. This is poverty eradication campaign in women.
b)
The multipurpose processer
machine can process beans,soya,millet and sorghum for nutrition and balanced
diet
c)
It has increased incomes and
generating over 50 women by selling processed cassava floor, maize and silver
fish to farmers and women leaving with HIV/AIDS have food, and donated food to
10 women leaving with HIV/AIDS. Processed silver
d)
The maize products have led to
attraction of goat rearing, piggery and chicken in women on small scale
enterprises.
e)
The piggery project is growing
and by September women shall have began
selling piglets 2016
f)
The radio talk shows and press
release have shown raise of self reliance among women in the region. The
education and press gave insight for women gender and women rights for economic
empowerment of rural women.
g)
The millers housing and women
are now housing women traders and men have known women rights of women for
economic sustainability.
